This is the theme song for Hoshi no Koe ( The Voice of a Distant Star ) “Through the Years and Far Away”. The story is that of a young girl going off to war in a distant part of space and how she does not age while her boyfriend does. Eventually, she is still 16 and he is 40+ and her messages now take years to get to him though to her merely days have passed.
